Im pro Law enforcement but I have to say for all cyclists. in sertain areas of the US we are harrased becuase we either cant get a car or choose not to drive one,Most of the time they are young cocky 27 yr olds itching to play supercop.if they dont like us maybe they should get out of their patrol cars and motorcyles and ride a bike,then they can see what a tough ride it can be for us,people in cars really dont give a damn about cyclists,the skid marks inside bike lanes are the proof. -from CA

Maybe not a full-on "bagger" as they would not be needed considering the speeds, but a motorcycle will go anywhere a scooter will and run circles around it. Personally I think Harleys suck, but I would rather own a harley than a scooter. I like custom sport bikes, but those aren't really practical for cops.

Not "corking" by definition? So then the "tactic" of corking has been used in the past to block traffic and cause congestion, thus bringing the attention and enforcement actions we see (edited for the liberal audience of course)

The people who were stopped on a red light were not corking by definition. They were stopped at a red light. In NYC the critical mass issue centers on the freedom of assembly which is guaranteed by the Constitution in the US. In a sense the reason these riders were harassed was not because they broke any rules - they didnt, but because CM did not subject itself to a permitting process demanded by NYPD. NYPD is demanding that any assembly by more than 50 citizens ask them for permission...
