The "autopsy" of a coconut I shot with my H&R .17HMR Sportster single shot rifle at 50 yards
The cartridge used was the 17 grain Hornady V-Max ballistic tip cartridge, the 17 grain V-Max ballistic tip is designed to fragment, or "explode" on impact, against a hard target it tends to expend all it's energy on the surface
This shot seems to be all surface damage, I could not find any evidence of the round penetrating the shell of the coconut, it transferred all it's energy to the surface of the 'nut
if the 'nut was to represent a rough analogue of a Zombie skull, I would have to rate the 17 grain bullet as "marginal", all surface damage, no real penetration to speak of, a .22LR or .22WMR cartridge would at least penetrate the front of the 'nut
