I dont agree, you are measuring an other impedance in parallel with your capacitor.

yes but this way is not always accurate, let's say you have a resistor in parallel with that capacitor, then your ohmmeter is going to read the resistance value of that resistor, so it's not always accurate, the best instrument to use in this case is huntron tracker.
