Probably just another ship trying to smuggle in cement, a nessecary component in making concrete, which Israel bans from entering gaza. It's considered a deadly weapon since Hamas might use it to build bunkers to shield themselves from Israeli air strikes. Never mind the peaceful, but nessacary use of it to rebuild homes destroyed by war.
