Blame Araki for the haircolor. Those are Pics from the official artbook. He colors things as he likes.

Also, Rubybabo is right. Read the manga, after Gold Experience established itself Giornos haircolor went from black/dark (like Jonathans) to blond (like Dios).

@spartasan He doesn't dye it. It just changes it colour due to the influence of his Stand. Giorno doesn't even know that Dio is his father.

Actually not blond, Golden. The hair is golden. It was mentioned colored white in wikipedia at first along with white hair picture but I decided to read this part again noticing some people on streets discussing 'how did his hair turn golden like that? Did he dye it?' So sorry about white hair mess.
