Before there was FaceTime, the folks at the University of Washington were working on the idea of providing a service for the deaf community that would allow them to video chat over mobile. The project is called MobileASL and it's a video compression project at the University of Washington with the goal of making wireless cell phone communication through sign language a reality in the U.S. In this case, the bit rate you are seeing in this video is a very low 30 kilobits/second. In other words, it's barely tapping your data plan.
