EvE query re: Wilmette Harbor cement wall goes to lock

further into that area with the cement retaining wall, the chain link fence continues aroudnt he lock. The cement wall is one part of a water lock, where they can raise and lower a cement barrier (the top is that black and white hatched thing) so allow and block off access from the NSC to Wilmette Harbor. Does this lock mean then that we can use the cement wall as a eruv wall after all? It isn't a solid wall that bounds both sides and connects North and south sides of the NSC.. it's a movable wall.
