Actually, all the experts say that driving a pickup with the tailgate DOWN makes your fuel economy WORSE due to drag created around the downed tailgate. Pickups with the tail gate UP create a pillow of air in the bed which makes air flow fluently over the the top and past the bed. Truck designers know this and design them with this in mind.
