I mistakenly identified this as a Scottish lament, but was informed by a listener that it is, in fact, Irish and written by Tomás Rua Ó Súilleabháin in the late 18th to early 19th century. From the Gailic it can be translated as Lament For The Lost Books or The Song For The Books. Played here on a Low D, cylindrical bore, aluminum whistle made for me by an acquaintance.
