@Are91Lee Well in the case of the US invading the Middle East, the last two Presidents were more or less the decision makers. Under our Constitution we are supposed to formally declare war through Congress. Except, we have not done that since WWII.
For the war in Afghanistan, we had "military engagement authorized by Congress." I find it a work around for war considering how long we've been there though.
The CIA also directly answers to the US President, who are quite involved in bombings.

You're in danger of tying yourelf in conceptual knots.
Not only is the US indirectly responsible for terrorism (as you appear to concede), it is directly responsible through its willingness to kill civilians and destroy civilian infrastructure in pursuit of its political and strategic objectives.
