@Are91Lee Well in the case of the US invading the Middle East, the last two Presidents were more or less the decision makers. Under our Constitution we are supposed to formally declare war through Congress. Except, we have not done that since WWII.
For the war in Afghanistan, we had "military engagement authorized by Congress." I find it a work around for war considering how long we've been there though.
The CIA also directly answers to the US President, who are quite involved in bombings.
