This is a ferromagnetic fluid (or so called ferrofluid). There are billions of tiny coated ferromagnetic particles suspended in a liquid carrier.
At the top is an electromagnet. The current running through it is slowly increased thus making this amazing effect.

This was filmed at the Phaeno, an interactive scientific museum, much like the american COSI, in Wolfsburg, Germany. Be sure to visit if you have the chance!
