you'll be a mod for your lifetime, unless you mess it up. And you won't lose your mod status if you make too many mutes in an hour, that'll simply stop you from being able to use the mute ability. Then jagex will check your mutes and eventually you'll get your ability back (so your crown will always stay)

@jeeper558 very late comment but, My friend is lvl 46 he's played 3 years and doesn't do much all he does is go on funorb and play a bit of runescape to talk. yet he's a mod.
