The 12 , just the 12, not the 2. when you have a number next to parentheses like this 48/2(12), it's the same as if it were written as 48/2x12, and therefore hold the same priority as the 48/2. Parentheses make whatever is inside them take priority, not everything surrounding them too.

If it's 48/2(9+3) as in 48 divided by 2 multiplied by (9+3), or 48 ÷ 2 x (9+3), it's 288.
If it's 48/2(9+3) as in 48 over the quantity of 2(9+3), so the problem is the fraction of 48 in the numerator and 2(9+3) in the denominator, or 48/(2(9+3)), it's 2.
It's hard to convey which answer you want without precise notation, which is why it's a horrible math question to ask on the internet.

No, the 12 is still in parentheses because you just added 9+3, you didn't times it by 2 yet. Parentheses come first 2x12 = 24 and 48/24 equals 2. Shit, I think we see things differently man.
