The Chinese government insisted on the signing of the 17 Point Agreement of 1951 between Tibet and China, which you can see at
ww w.friends-of-Tibet. org. nz/17-point-agreement.html (remove spaces)
If Tibet was part of China there would have been NO need for that agreement.
