As one can see, the man simply picked the child up and moved him to a crowd of other children who were talking to another member of Hamas. If the IDF was shooting in this circumstance, the civilians would not be sitting and standing around.

the others were blatantly in a safe place or they wouldn't be just standing there... idiot.
And i know a few IDF troopers, two of whom were involved in Op Cast Lead and they have told me about how they've been told shooting kids is acceptable. They are good guys however and i know they wouldn't do it themselves, but others would.
And i trust their word over yours.

They were in the same fking place idiot, and also shooting kids is only acceptable when they are armed which is true in most cases. BUT there still are casualties, and innocent people do get harmed/killed.

-sigh- by your reasoning, shooting israeli civilians is acceptable due to israel's conscription, because EVERYONE will at one point be a combatant. Double standards=fail.
And yes my IDF mates know this is true.
