He actually framed this as a trick question, because b can also be 3, but you weren't given the option of 3 as an answer. He made it a little bit confusing because his graph wasn't drawn well enough to know that f(-1) = 5. It wasn't until he drew that rather crooked line that we knew what f(x) was for two points.
