Not so - I understand that Mr. Sayer first heard this song in a speakeasy where it was sung by an African-American woman named Mama Lou. He copied it down and sanitized the lyrics as much as he could, then apparently published it as his own. It was later adopted as a themesong by the British performer Lottie Collins and her lyrics can be read at Wikipedia. Later, after Collins had died, there was a copyright battle over the song, and it was declared to be public property.
