Think upper motor neuron (UMN) as the "boss" of the lower motor neuron (LMN). When the "boos" is away the employees will play. This means that the LMN contracts readily and you will see spastic movements. Inversely, think about damage to the LMN. If it's damaged it's not working optimally and therefore, there will be decreased (or flaccid) muscular movements. So, upper is increased and lower is decreased movement.
