Macro:
/cast Nature's Swiftness
/cast Healing Touch

The reason you need to "double tap" your NS+HT macro when moving is because of server delays. The server hasn't quite determined that NS can be used and is active, thereby making the HT instant cast. Because you cannot cast spells with a cast time while moving, it gives you a "Can't do this while moving" error. If you tap your macro (or the button) again, it will have already had sufficient time to communicate NS becoming active.
The reason why standing still works is because it's able to initiate the HT cast. Depending on Latency, by the time you start casting HT, your client should be updated to the state of your NS, and adjust it accordingly.
The only way you wont have this delay is if your client also happens to be your server. And we all know that no one playing REAL WoW will have that.

In regards to "two-/cast macros": They only work (as in, do not freeze up) if at least one of the /casts does not have a Global Cooldown. Spells like Counterspell, Kick, Pummel, Inner Focus, Nature's Swiftness, Presence of Mind, and quite a few others, can all be placed before a spell/skill that has a GCD and still function.

/cast Fireblast
/cast Fireball

will not work because Fireblast has a GCD. Even if Fireblast is on cooldown, the client will still issue a GCD while waiting for the server to say "you can do that!" If the server says "No you can't" it will cancel the GCD, but it wont continue on with the macro.

The absolute closest you can get to a "smart cast" macro would me a /castrandom or a /castsequence. /castrandom will cast a random spell, regardless of cooldown or if it can be used on that target. /castsequence will cast each spell in succession. Of course, every time you want to cast one of the spells in each macro, you have to press the button. There is no "set it and forget it" function.
