John Smith explains how consensus works:

In a democracy like the United States, government is based on majority rule. That means, what the majority decides, goes. Now, that's just great if you're in the majority. But what if you're in the minority? Well, then it's a real bummer. You have to do what the majority says. You lose! And that's not fair.

As president, I'm going to change all that. I'm going to make sure that everybody wins -- not just the majority. We'll have a government based on consensus. Consensus means everybody agrees, and everybody wins. I'll bring together diverse groups with differing opinions, senators and congressmen, and I'll facilitate their discussion, for as long as I have to, until everyone agrees with me. We won't even have to take a vote, because we'll have consensus.
