Comcast and the FCC are working together - they both want the FCC to regulate the internet more. It's the same in any industry - the big boys always want their industry to be regulated. That way regulations can favor the big boys - and politicians get political contributions from the big boys. So Comcast intentionally blocks, the FCC jumps in, and everyone wins - except for the consumer, who gets fucked twice - once from higher rates because of less competition, twice from paying more taxes.

I had comcast about a year ago and they constantly would cap my bandwidth. I must have lost connection more than 1000 times. Finally I got tired of it and my cable, phone, and internet plan with them was up. So I switched. Now I'm using a local company (meaning they're founded here) and have never had one problem. EVER.

The FCC didn't fine them, didn't punish them. Just said they have to stop doing it, and from what I have heard Comcast is claiming that this is industry standard behavior(has precedent). No indication they will change, no reason for them too, the FCC didn't punish them = the FCC did nothing.
