The JCS Instruction which Alex Jones cites LIBERALIZED the shootdown procedure. The previous Instr., of July 1997, required EVERY request for DOD help to be okayed by the SECDEF. The 2001 Instr. says that NORAD can act without the SECDEF in exceptional circumstances. 4) Cheney was VP and is a former protege of Rumsfeld and couldn't order him to do anything. Quite the contrary. 5) Cheney never commanded NORAD. Not on 9/11. Not ever. He oversaw the creation of the WMD preparedness office.

Utter gibberish. 1) The "memo" was not issued by Rumsfeld to the Joint Chiefs (or to anyone), it was issued by Joint Staff Director VADM Scott Fry to USELEMNORAD. 2) The Joint Chiefs never exercised any control over the US military since 1986, when the G-N Act was passed. They only advise the Prez & the SECDEF and the Service Chiefs also equip, train, and feed their services. 3) Generals did not "always" have the right to shoot down hijacked aircraft.
