This actually is Channel 4's UK Theme. It's called Production Music: Best Endeavours and it was produced by Bruton Music Ltd. according to the Southernmedia site.

I was a news photographer at KTSP 10. For as long as I was there (early 80s) we were the number one station for the phoenix ADI

From what Ive read was that Channel 10 was usually #1 and then Ch. 3 & 12 would usually duke it out for 2nd and Ch. 5 was usually last

But when Bill Close left 10 and then Ch. 3 started there Arizona Family back in the 80's they started to compete more with Ch. 10

I'm sure he's retired - he's gotta be ancient by now. He was a newsman in Cleveland at WEWS for many years before he came to the valley.
