US State Department documents, "Questions pertaining to Tibet, '64," show that the CIA made promises to the Dalai Lama in 1951. All the time the Dalai Lama was negotiating the 17 Point Agreement, he was making plans, in secret, with the CIA.
It is China, not the Dalai Lama, that emancipated Tibet's serfs and slaves.
