How many games let you play as a full-on retard? That's pretty fantastic.

You can still complete a lot of the quests it's just that you get no hints on even how to begin them. Basically if you played the game before you can still do a lot of stuff, but I recommend simply killing particularly useless towns once they outlive their usefulness. You can easily gain all the karma back by slaughtering everyone in the necropolis.

Fallout 3/New Vegas are really a completely different experience than Fallout 1 and 2. They were brutal wasteland survivor games. 3 and New Vegas are walks in the park.
