Very poor government. Why do they waste their time and money harrassing people just trying to feed themselves and their family? Better if they should use the money to improve infrastructure. All they can hope to create this way is starving people.

Yeah, maybe the solution is to make more sweat-shops there to give the begars a job. Oh wait, but then people would complain their conditions were not good enough... Or birth control, but then some religious people would say it's immoral...
