The Governor of a state doesn't request federal funding, the senators do.
Govs can either accept the money or refuse with a veto but like with anythiing the state legistlature can override the veto.
Pork barrel spendiing is hidden wasteful money in bills not funding that is appropriate and above board.

It is not a lie. That money was handed out by the federal government and only the federal government can take it back. She supported having a bridge to the island, but not at the its sticker price. She decided against it, once all the cards were on the table. So she is not lying. Also, all states were alloted a percentage of the bill. This is how most states get their money (more than direct taxes). This way the federal govt can tell them how to legislate, like the drinking age.
