You can't unlock Recon Armor yet. But here is a way you can get a head start:

1st- Complete ALL VidMaster Achievements in Halo 3 (The other skulls will be released in the next map pack, so you'll have to wait on those).

2nd- After the release of Halo 3: ODST, complete the VidMaster Achievements on it.

And that's it! You'll have unlocked Recon Armor for Halo 3. This was stated in the Halo 3: ODST issue of GameInformer Magazine. If you don't believe me, check it out for yourself.
