Can't you just start coutning right when you get your dinner up until the church bell rings to signify 15 minutes, and then wait for the 9:00 bell and count the number of drips?

I actually worked out the answer, but I thought it was a trick question, so I guessed 'he asked the guard'

well, you could get your meal and wait until the church bell (which would make it 7:00) then hear two more chimes and just count the seconds into minutes until you get to exactley 9:15... you dont have to divide anything... and I just take the easy way vause i hate division
