While they are busy arguing over paper work. The locals are scooping up the profits. Dont steal the government hates competition.

It shouldn't be that hard. They already have licence requirements for pharmacies, right? Simply allow the already licenced pharmacists to sell it. All the state has to do its write up the law and sign it. Easy and cheap. Of course, they still have to figure out how to licence the growers, but until that's done they can simply refuse to prosecute growers who supply the pharmacies.
Bureaucrats always try to make things more difficult because they want as much power as possible right away.
