I actually hink that Colonel Potter managed to get the section 8 long before Klinger ever stopped trying. (Okay, so it wasn't Col. Potter, but it was the same actor playing General Steele)
On a serious note, everyone at the 4077 eventually decided that Klinger was toally sane... He was the one trying to get out of the war.
In a letter to his "Uncle Abdul," he realized that all he did was wear dresses, everyone else was crazy.
Wow, that was long-winded.
