Do you mean on the video? I made that on Photoshop :) If your using Vegas Pro just import the Photoshop file into Vegas, make it it's own track and use the track motion tool (near the track effect on the left of the track) to resize it and position it the way you want. Once you have done that just drag the right edge for the correct video length and then your done. I'll make a tut if you want.
