Well, the villain in Superman II was General Zod, played by Terrence Stamp, an incredibly talented English actor.

And I'd say the partition of Englishmen being Villains/Heroes is pretty even in films. For Every General Zod there is a T.E Lawrence or an Obi-Wan Kenobi (Guiness was English.)
