parlo is for the form of "I" or "io in italiano"
so you would say Io parlo -- I speak
parla is the form when you are talking about someone else. lui if it's a boy/ lei i its a girl. (note: Lei is the formal way of saying "you" also)
so you would say
lui parla (he speaks)
lei parla (she speaks)
Lei parla? (do you speak? asking in a formal, polite way)
