The Culebra DRNA Lieutenant of Vigilantes attempts to paralyze the Culebra Conservation and Development Authority for re-opening the public areas (link to video below) (It is DRNAs obligation to maintain public access and define public domain. Vigilantes are paid with by funding from the Federal Coastal Zone Management Program.)
The fences speak for themselves regarding intent....which is clearly the privatization of the public's domain. The trees also abused to block access in same area, are now in sorry shape as a result of the predictable tug-of-war. They are still being used to block areas of the old parking / picnic areas.

An alternate access to the beach further away from the muellecito /shark tanks was created by Gonzalez as PRLFSE. This is clearly not sustainable. This involved the direct fill of wetlands in a coastal barrier area (USFWS jurisdiction) to create yet another turn around / parking area. In addition to the filling of the spill over area of the lagoon, this alternate access involved clearing of well established vegetation on a fragile beach berm. Today foot traffic and rental cars now pass and park on this berm.




The small parking/picnic area located at the terminal end of the road to the muellecito, and one of the focus areas of these attempts to privatize,....was sustainable....as demonstrated by its time immemorial use by the public. The dramatic and irreparable environmental contamination of coastal waters began after Gonzalez/PR Lands and Fruit started destroying boulder forests and carving illegal roads onto the fragile coastal lands. The lands were protected by low density zoning whose best use for the steep volcanic sloped area lined with incredible coral reefs was designated by the planning board as "C" for conservation. Much has been written in the Culebra Segment of the coastal zone management plan about the importance of protecting coastal waters and resources from up-land clearing and development impacts to the unstable volcanic terrain....the violations of which by Gonzalez and PRLF are proving to be tragically prophetic.
