I would call that an osoto gari myself. He does get his hip deep in there for a pivoting over, but it still looks to have all the mechanics of an outside reap.
Really most throws in action or variation are a blend of a few ideas.
@ronin6290 Looks like a hybrid of harai goshi and osto gari. More osoto because uke is falling backwards and not forward but it's weird because uke comes across the front of tori.
