Communist Party of Soviet Union had a democratic structure that no leader by himself could bias. That was in Stalin's era, that was also in 1989! The party changed its revolutionary profile and gradually became the new capitalists in modern Russia. Allegations against Stalin are mainly against the colective reform against the kulaks.This is why they present one person as the evil in USSR.
