The St. Paul District emptied 9 million gallons of water from Lock and Dam 5, located in Minnesota City, Minn., in December 2009 to complete major maintenance on the lock chamber by March 15, while the navigation season was on hold for the winter. Major maintenance happens every 15 to 20 years on each Mississippi River lock and dam, and Lock and Dam 5 had not been dewatered since 1990. Shannon Bauer.
