The biggest expansion of mental health care in recent years came in the Affordable Care Act, which, of course, Republicans tried to fully repeal. Many House Republicans also voted against a Bush-era move towards requiring insurers to treat mental illness like physical illnesses.

2. Ronald Reagan met with Prince Sihanouk who was a good friend of Kim Il Sung and the frontman for the Khmer Rouge's "government in exile." The CIA financed the Khmer Rouge and other anti-communist forces against the Soviet-backed government. The USA under Reagan (and Carter, of course) gave the Khmer Rouge's shadow "government" diplomatic support. Pol Pot himself called for foreign investment in a "free" Cambodia in the 80's and by the 90's had given up on "communist" rhetoric entirely.

1. First off, the Soviets were initially not aware of the full extent of the famine due to local officials covering it up. See for instance "The Years of Hunger," a work by two bourgeois economists, Davies and Wheatcroft. When informed, grain procurements were altered in response. You also seem unaware that collectivization went hand-in-hand with the large-scale use of tractors and other mechanized means of obtaining productivity which, again, pretty much ensured no famines in the future.
