If anyone bothered to gofind the AR in question and actually read it willfind that inmates are not speakingof innocent Americans rounded up but rather civilian criminalsserving time providing a cheaper labor force.I somewhat think this would be similar to a program in California where prisoners would train and live away from the normal prisons and the time needed-help fighting fires in California or say in Arizona with park rangers-obviously this would be an incentive program
