@Nuihc88 Well the idea of having a small booklet to keep the registration of consumption originally aroused in the 1930's in the first years of technocracy. Back then it was the best choice, however with modern technology it is very likely that not even physical objects would be required as energy certificates. It's very possible that with just using you fingerprints you could make a "purchase" in distribution centers. while having all the information required in computers.
Though i must wonder why Energy Certificates are generally presented as pieces of paper. Wouldn't something like a library card be better suited and much more convenient?
Still it's the Energy Accounting system that makes the difference.
