The lack of proper enforcement by Cheshire West and Chester Council has resulted in an unbelievable amount of Private Hire Vehicles forming an illegal rank and plying for hire on the streets of Chester at night.

Every time a private hire vehicle picks up illegally it invalidates its insurance. This illegal activity cannot be allowed to continue.

Councillor Brian Crowe as Chairman of the Licensing Committee has a part to play in this lack of enforcement and must take some responsibility for the failure of the Licensing Department to eradicate this problem.

Under current legislation it is an offence for Private hire drivers to tout for custom in a public place or on a public highway. It is also an offence for any vehicle or driver who is not licensed to ply for hire on a public highway, to obtain custom by any other means than the one they are licensed for

  • While I agree with touting being wrong...black cabs just as guilty of not following the rules....ie- Flooding and over flowing the designated ranks, which is especially bad down at the railway station on races days.........and a recent newspaper article highlighting black cabs parking in disabled bays in that area too and refusing to move for disabled drivers.........so its bad on both sides of the fence....

  • @richandnik Actually there are NO disabled bays in that area just chevrons to separate the spaces. The problem with over flowing on ranks is only going to get worse. The council keep on licensing cabs but they have nowhere to go. The only answer is to create lots more Hackney Ranks.

    YOU would think that a HACKNEY TAXI DRIVER would give consideration to a women with a disabled or elderly person' and give up the space.

    Oh and by the way When your parked in those PUBLIC BAYS you are meant to turn your FOR HIRE lights OFF!.....

    also you are supposed to go back to the nearest available TAXI RANK when you drop customers off

    NOT park up on the local estates Plying for hire POT,KETTLE,BLACK..........

  • @Iabrat Actually you will find that a Hackney Driver did indeed move to let someone park, unlike the hoards of private hire cars that completely fill the whole disabled car park in Frodsham St on a daily basis.

    Going back to the nearest Taxi Rank would be fine if the people who are employed to enforce parking did the job they are supposed to be doing and kept the ranks clear........ Seems like everyone who works for the council in this city just turn up to collect their wages.

  • Its the same with every council, denbighshire is just as bad- useless.

    Maybe all the drivers over the country should get together and take all the councils to court because it seems they are all the same.
