it's clearly unfinished. don't hate on unfinished art, it can be embarrassing to wear.

sometimes, people don't have the time, or can't afford the full work at one time, so they get the outline done and comeback shortly later to get the colors done.

now if she never got this filled in, or if this design was her intention, than i may have to agree with you, but odds are it was just unfinished at the time.
