Her "betrothal necklace" but she's not really betrothed, so let's call it a choker. It's made really cheap, and this version's more for a very low budget type, or if you don't want to use clay... hey, it worked for me.

Materials:
Royal Blue ribbon, about 3/4 inches wide.
Old CD
Gold Twist-Tie (i'm assuming u can buy this at iparty or places like it)
Velcro
Also: reference picture, sand paper or nail file, permanent markers, and thread and needle

1. Cut a circle out of an old CD you won't use anymore. (I used Mission: Runway.) Find a circle stencil that's roughly the size of the circle you'd make with your thumb and index finger. That's a bit too big, but a little extra's better than not enough.

2.) Cut a little into the edge of the circle (see video for better picture), and then sandpaper the circle into a smoother shape. No sandpaper? I couldn't find my sandpaper when I was recording this, so I used a nail file instead, and that worked well enough.

3.) Insert a gold twist-tie through the cut in the circle, and fold it so the circle becomes a pendant on the twist-tie.

4.) Take a royal blue colored ribbon, about 3/4 inches wide, and about the length around your neck plus at least 3 inches extra. Find the middle of that ribbon and cut a slit into it so the twistie can go into it.

5.) Put the ends of the twist-tie through the slit in step #4. Then bend the ends down and cut off extra.

6.) Draw the emblem from Katara's necklace onto the circle. Use a picture for this. I used a light blue sharpie and then went back over it with a black fine point sharpie.

7.) Measure out the exact length around your neck, and make sure you leave enough room for velcro. Then add the velcro. You don't need much, but make sure it is secure. I just used a thread and needle. It doesn't have to look good.

8.) Rock that choker!! ^.^

This isn't the best way. It really isn't. But I was very happy with the result. Hope this helps people, even if it isn't Halloween this year anymore. Maybe for a con or something, like what i'm using this costume for. :)
