if you want to know what type of flipturn this is, it's called the suicide flipturn.

@hiroyoshi92 400 IM??? THATS CRAZY! i can barely make it trough 200! (partiacly cause im a pre-teen) but i have a question. on the breaststroke, how do u bring your body high out of the water when u breathe?

the bucket turn is what you would do before they allowed backstroke flipturns. Basically, you touch while doing back, bring knees up so feet are above surface and upper body is below, and rotate and push off on back.

he is simply doing a reverse turn , and thats not the most effiecient .
try to focus with phelps to see that he is not doing it like this , he is doing it like the 1/2 samasult in diving .
if what you did now is angle 90 , phelps do it with angle 45 , which is more effiecint in 1 thing ; it takes less power that what you did here .

It is legal in the USA, I do it all the time in the 400 IM.

also, is this turn still leagal in USA swim meets?

I don't know the name of this type of turn but in all race is a leagal turn, and there are a vast number of variation of this turn's type.
