No the NASA didn´t release it. The Discovery was flying above australia and an australian television channel catched the signal and broadcasted it live. As soon as this strange phenomenon happened the military stopped the broadcast. But many people had already made copies with their videorecorders.

The cover story is BS we all know it. If they fired stabilizing thrusters that supposedly moved the ice, the earth's horizon should have moved slightly against the background of stars. Perhaps the forward momentum of the spacecraft was great enough to overcome this. Higher res should reveal a slight shift as the background stars light would have a slight luminance change through the atmosphere. The subtle motion should be revealed in the degree of scattered starlight. IT ISN"T!
