Phantom FL11 reported to NEADS at 9:21AM.It's there to draw Langley fighters NE AWAY from DC to allow FL77 to strike from the SW.It was Col. Marrs signal to scramble Langley because it gave him an excuse to sent them AWAY from DC.He refused a scramble request at 9:09 because he didn't have redundancy until he knew this plane was in place.

The Bush Administration was aboard that aircraft, they made rounds to "observe" the operation. This craft was also seen over the White House earlier that day.

@stocksandmore I'm not talking about individual citizens harassing the FAA, but I have yet to read in any government report, investigation or in-depth critique the identification of that plane. Such information would then negate any torrent of individual requests. Perhaps no investigator bothered to ask or clear it up.
