~~TIP~~
Stay on the box that lets you get to the top box where Sullivan is. After that, just start hailing the bullets at him. I tried a second attempt using this method and finished him off more faster since he doesn't send airstrikes at you. Make sure to equip a lot of Painkillers The Dynamite Bow does a great deal of damage too, but just shoot it when he's not rolling for cover. You could also just go up and fight him hand by hand or using the jump kick, but that will take longer.
