Based upon Pennywhistle Production's chicken head tracking video, I think that when pigeons walk, they are just keeping their heads in the same place for as long as they can. So maybe for half the time, they keep it still, and the rest of the time they are moving their heads to the next spot on their path. But when we observe them, we watch their head movement relative to their body, which makes it look like they are moving their heads back and forth. This animation is a study of the location of four pigeon parts (two legs, a body, and a head) relative to each other during a pigeon walk cycle.
