I believe that the red caped character is the sherriff of Nottingham from Robin Hood.

How come a Halloween-themed parade at a Disney theme park DOESN'T include Jack Skellington,or any sort of visual tribute to The Nightmare Before Christmas?

Believe it or not, your video has one of its stronger points in it's documentation of the hyenas. You can't see them in most videos because their unit is unlit, but at least here their general outlines are visible. If you wish to see what I mean, search my account for a playlist with several parade videos entitled "Shenzi, Banzai and Ed."

Put together well, but rather too dark to be able to enjoy fully; a problem with filming the night parades.
